Opus supports administrative management in Aalborg
When Aalborg Local Government looked at its IT solutions back in 2007, it soon became clear that the local government could not base its future ambitions on the existing solutions. A large number of silo systems rendered impossible the visions for IT support of the future local government administration. The local government therefore put the assignment out to EU tender. The choice fell to KMD Opus, which is based on the well-known SAP platform from the private business world.
“Our existing IT solution simply couldn’t be expanded into the overall administrative solution that we see a need for. We wanted a corporate solution that could handle our needs for transparency, optimisation and increased simplicity across tasks and units,” says Kim Houlberg, Head of the IT office of Aalborg Local Government.
“With Opus we're getting a solution that supports optimised management in terms of resources and finances. This will create better overview and quality as well as optimisation helped along by easier accessibility and transparency in data and processes.”
Total solution in sight
Aalborg Local Government’s choice fell to KMD Opus because it was the solution that best met the local government’s desire for a total, integrated administrative solution that could contribute to better quality, better overview and simpler processes both centrally and decentrally in the local government. The solution is thus not just a new IT system, but rather a suite of systems that together handle four vital process areas: Finance, Payroll & Personnel/HR, Project & Resources, and Purchasing & Logistics. And the expectations are high:
“The vision is clear. In 2011 our new administrative management – with KMD Opus – should support control and management based on a common IT system. There should be more time for the core services and management of the institutions. Administrative tasks should be characterised by simplicity, good insight and overview at all levels of Aalborg Local Government’s organisation,” says Kim Houlberg.
Different roles – different approaches
KMD Opus also has a large number of possibilities for a so-called role-based approach, which means that data in the system is selected and presented in the most user-friendly way depending on the user’s job. This means, for example, that a daycare centre manager can get quicker and more relevant access to the specific data that is needed in the daily running of the centre. The overview is increased, and the quality of the management information is also improved because the possibility of gathering data from different sources is expanded.
Following a detailed clarification process in 2008, Aalborg Local Government and KMD are now ready to launch into the actual implementation, which will run over 2009 and 2010.
